Summary
Society has a system, a way they rank types of Quirks.
If you have an Emitter or transformation quirk you're safe and you can follow whatever path you choose and live a life free from discrimination and identification numbers.
Just below this you have those with a Mutant quirk given an ID number at birth to be registered and tracked by the HPSC unable to become a hero and hated for something you can't help.
Finally you have those that are Quirkless, these people are the lowest of the low not really considered human, unlike those with a Mutant quirk those that are Quirkless get to live a normal life until diagnosed. Once diagnosed like those with Mutant quirks they are given an ID number however most end up either in foster care or homeless due to abandonment and dead before they reach 20.
You may have heard that only 20% of the population is Quirkless which may have been true a century ago... Now? It's more like 5%
This is a story about how one Quirkless boy formed an entire rebellion and changed Japan which created a domino effect inevitably changing the world. -

With the help of the previously named league of villains he takes the commission down whilst also improving quality of life for those forced to turn to crime and those that face quirk discrimination. Though it's not all as straight forward as that when he and the league finally start to deal with their mental health which gets worse before it can get better

Mary Wesninski didn't have the chance to run away with Nathaniel during his tryout with Tetsuji. Nathan found out about her plans and killed her at Evermore. He would not give her the chance to escape and would make sure Nathaniel knew the consequences of trying. Nathaniel spends two extra years in Baltimore with his father and building a place for himself, unintentionally, at Ichirou's side. He's sent to Edgar Allan to train under Tetsuji when he is 12.He suffers and survives and builds his own life and family.
