They both know that, as well.
“Do not be so sure,” Aemond grits and Luke laughs because he has never been more sure of anything in his life.
“So do it then. Collect on your debt, qȳbor.”
Except he won’t, and they know it. He would never do a thing to hurt Lucerys no matter how much he pretends he would. And they both know why.
Or, the series where they fall in love because Lucerys is insistent, and Aemond doesn't really have the power to deny him a goddamn thing.
