“Good evening. This is President Paylor,” the figure on the screen announces, and Effie feels anxiety prickle across her skin at the formality of the woman’s voice. Hardwired to worry about the worst, her shoulders tense, and it is only Katniss’s hand on hers, loosening her fingers from where they had begun to gouge into her palm, that forces her to relax. “Tonight, I bring a formal announce on a decision the council and I have made, for the better of the entirety of Panem. To strength us as a nation.”
“I don’t like the sound of that,” Katniss frowns, and her grip on Effie’s hand tightens.
It did not matter how many years had passed since the Games- always, their first instinct was to presume the worst.

Rowena’s in the library when she senses the shift; there’s the low thrum of magic, the scent of ozone, and then the sharp snap of the movement of air.
She looks up from where she’d been perusing one of the bookshelves, and promptly blinks- standing there, panting for breath, is a young woman. Her pale, delicate features are familiar, somehow, and the color of the curls that covered her shoulders is an exact match for Rowena’s own. But when the young girl looks up, blinking at her- Rowena is struck by how much her eyes remind her of Sam’s.
“Mom,” the girl breathes, and when she blinks, her eyes glisten bright with unshed tears. “Mama.”
