Summary
Blüdhaven welcomes Nightwing like an old friend. She can smell it in his blood - he knows poverty, of what hunger can bring out of people. He believes in rehabilitation, unafraid of ambiguity like the Bat is. Between old concrete and brick, Nightwing makes the city his home. Soon enough, Nightwing and Blüdhaven are one.
Eight months after the death of Blockbuster, Dick is still struggling to recover. As a natural disaster threatens to flood Blüdhaven's shores, he and Jason fight to rebuild.

Either it sails right over Bruce’s head, or he’s too determined to stop the violence to pass up on the help. “I understand that the two of you have a past, but personal hang-ups have no place on the field. Tarantula has intel that would take us days to acquire on our own. Unless you have a real, justifiable reason for shutting her out, we’re keeping her on the case. At least until we have the situation under control. Am I understood?”
Biting his tongue until he tastes blood, Dick nods.
(AKA the fic where Dick is forced to deal with Tarantula again and finally confront the trauma that's been eating him alive since the assault)

Dick squinted. “Jason?” His voice came out cautious, like he didn’t quite trust it. “You’re… older.”
He sighed. “Alright, I guess.”
Jason tilted his head. “That’s it? You don’t care that I’m here?”
Dick shrugged, still watching the alley below. “Well, I’m kind of on the job, so it isn’t the best time to break down.”
Jason blinked.“Can we like… delay this?” Dick added, his voice dry. “Show up in my kitchen while I’m eating cheese out of my opened fridge?”
Or Dick thinks he's hallucinating a very real Jason and invites the "hallucination" home. Jason thinks his brother is being freakishly calm, but hey, he's being accepted as he is so he doesn't care.

His sense of self unravels quickly, and he accepts this version of himself without comment because it keeps her happy. His boundaries don’t exist. He doesn’t think there’s anything she can do it him that he wouldn’t let happen.
She just didn't account for how deeply Dick mourns his brother.
