Steve had found Bucky in the snow, carrying him back to camp where they did have to amputate Bucky’s arm. But Bucky, being the stubborn guy he is, demands to be on Steve’s six during the final fight. They go down in the plane together, Steve laying over Bucky as a human shield.
Then HYDRA finds them, still sinking into the frigid waters. They take Steve, leaving Bucky behind. Who needs a one armed failure when you can take the All American Hero himself? Besides, Zola’s pet would be dead soon anyway.
But he lives.

Summary
Steve loses his best friend to the war, specifically to a terrorist organization known as HYDRA. He plunges himself into plotting revenge, not knowing that Bucky isn't as dead as he believes. After years apart, they are brought together again. Murders of suspected HYDRA members are happening all over the city, and the FBI has named the group responsible "The Avengers." Bucky is working the case for the FBI, and little does he know that his very own Steve is responsible.
