The problem? Bruce is still out on patrol.
An alternate Batman stranded far from home should be nothing more than a temporary complication. Instead, Tim finds himself growing close to a Bruce Wayne who has a Dick, a Jason, but no Tim.

A sudden thud can be heard as the intruder net gets activated. Dick bursts in.
“Hi” Tim says half upside down, his leg where his arm should be with a proud smirk on his face.
Dick puts down the rolling pin on the nightstand “And you couldn’t have just used the door because…?”
“Well, you are the third house on my list. I’m doing a reverse Santa thing-” Tim gets up strolling casually past Dick through to the living room and into the kitchen “Where I go into people’s houses and eat whatever is in their fridge. Helena had carrot sticks and dip, Babs had melon bites and strawberries, and youuu-” Tim opens Dick's fridge and is met with disappointment, a faint hum of a fridge with leftover pasta, milk, an old tomato and two eggs in it.
Tim slowly turns back to his brother “-Haven’t had time to go shopping? This is just depressing”
or
Dick is not having a good time, but not to fear Tim is here and he isn't taking any of Dick's BS.

Tim thought of family. Of loneliness. Of all that lay in between.
Forcibly, painfully, Tim parted his lips. Breath rattled free, and he croaked out, “Yes.”

"This is Damian" Talia says as she puts a hand on his shoulder. "After his allience with Bane, my father no longer considered Damian's lineage suitable for the Demon's Heir, casted him out of his family, removing him from under my protection as well."
She doesn't say more, but Tim's not stupid and he can read between the lines and the kid's, Damian's state speaks for itself. Tim is not overly familiar with the ways of the League, but he can imagine many disgruntled assasins would like to take their grudges against Ra's out on a kid who's no longer under the Demon's Head protection.
Or: Talia decides Damian can't stay with the League after the events of Legacy and Tim just happens to be in Paris at the right time to gain a little bother

"One more question Timbo; who the fuck is Empress?" because that part was still not clear by the way. Tim had a wonderful abilty to explain something without actually giving out information.
"Anita? Agent Fite's daughter? Also, you were bragging about knowing all those stuff about me during the whole Titan's Towers fight and you don't even know who Anita is?" okay, ouch, he could feel the judgement. Maybe his research was more into the events going on in Gotham and the active Titans, no need to be so judgey about it.
"She wasn't a Titan!" he defended himself. There were so many heroes that popped up while he was dead.
"She was in Young Justice! Next you tell me you don't know who Secret, Arrowette or Slobo are!"
"I… don't?"
OR: Tim actually has a social life and friends, and Jason might not know his brother as well as he thought he did

Tim Drake would lie. Tim would cheat, blackmail, and manipulate his way through every corridor of power in Gotham’s rotting institutional framework.
He would steal Superman’s Phantom Zone schematics, fabricate eighteen months of research documentation, and open a correspondence with Ra’s al Ghul and mean every word of it.
Bruce Wayne’s model of Batman had failed. Thirty years of dead children, fourteen Arkham breakouts, and a city scarred by a war with no way out.
Tim was 26. He had been fighting wars since he was 13. He would go further than Bruce Wayne ever would, become CEO of Wayne Enterprises, and build a city that didn’t need Batman.
Tim would burn the cape itself if it meant he could finally retire.
(One exhausted Tim Drake who is absolutely not becoming Ra’s al Ghul and is very concerned that he might be.)

OR: The Batfamily have been trying to lure Agent C back into the family ever since he ran away. It's a slow-going process. In the meantime, Damian has latched onto Timothy Drake, and is teaming up with Dick to try and adopt him. Whether he wants to be adopted or not.
