The Enhanced Registration Act passed months ago, pushed through congress immediately after the Accords.
Tony never agreed to a registration act, but thus far it hadn’t affected his life much. The Avengers were done, and keeping enhanced people at arm’s length made it easier to ignore.
Then a chance encounter with a dodgy teenager changed everything.
Peter Parker was suspicious as hell, snarky, and the most brilliant child Tony had ever met. When Tony discovers he’s also Spider-Man, everything about him suddenly makes sense. Like why a fifteen-year-old boy genuinely believes he doesn't have a future outside a government facility. For Peter, it wasn’t a matter of if SHIELD would catch him, but when.
Tony had never been great at following rules or listening to the government, so it was the easiest decision of his life to put himself on Peter’s side. Now he just has to keep the kid out of SHIELD’s hands long enough to fix the damn law.

Peter straightened, his body physically reacting to what Ned had just said. His breath got caught in his throat, in what was probably an overdramatic reaction but Peter didn’t care. “What, no!” he spluttered, lowering his voice once he noticed he had reached the same volume of Ned. “Dude, he’s just going to be watching me for the summer.”
Ned raised an eyebrow. “That’s basically being a dad, dude.”

Tony never wanted kids for very obvious reasons. He wants them even less now, with him and Pepper on yet another break, Steve and his merry band of fugitives in the wind, and Romanov's knife still sticking out from his back.
And now, it looks like he not only has a kid, but it's a teenage kid conceived and hidden away fourteen years ago by a S.H.I.E.L.D operative. Possibly a Hydra one? Who the fuck knows. Not like those fuckers never indoctrinated children, so yeah, he does think about signing him away to the state for half a second. But Pepper and Rhodes are there to pull him off the ledge, and would you look at that, he's a dad now.

“What do I expect? I expect you to tell me if something is wrong!” Tony yelled, Peter, who’s face had gone quite red at this point, clenched his fists and looked at his feet. “Why the hell didn’t you tell me that someone had taken the suit?”
“Because I didn’t want you to take it from me.” Peter muttered, “I didn’t want you to be angry.” Tony looked at Peter in disbelief.
“What did you think was going to happen when you got it back? You’d just go on with a broken suit and nothing bad would happen?” Tony asked, Peter frowned.
“No- I, I was going to fix it!” Peter said, Tony gave a snort and continued to pace around the lab. He was worried about what he would do if he got to close to Peter.
“And that would work because?” Tony asked sarcastically.
“Because nothing bad happened last time- and I just thought that-” Peter’s eyes widened as he realized his slip up.
