Effie tensed, frozen in place right down to the half-smile on her face.
"I see."
"No, really. Oh, Eff, I'm glad you're sitting down for this… I think I'm in love."
Effie blanched.
Game, set, match.
"Oh heavens, please no– Haymitch, I think– I'm not sure what to say," she whispered, and even through her makeup he could see the colour drain completely from her face.
Set 3 years after 1: Mocking, the 56th Games, Haymitch receives a rather touching birthday gift from a girl at the bakery (who has a crush on him). When Effie enquires about it, he can't help but mess with her, telling her he's in love with the person the gift was from.
There's just one problem... the gift wasn't from the bakery girl.
Shenanigans ensue.

"I am going to give you a chance to explain yourself."
Haymitch swirled his glass with the air of someone deep in thought, taking a sip before setting it down slowly.
"Explanation… hmm." He took a contemplative breath. "Try: everything about that party was disgusting and everyone there the vilest scum on this planet."
It's the 53rd Hunger Games, and although this year's female tribute from Twelve made it past the bloodbath, Haymitch is not having a good time. The first year, he'd been too shellshocked. The second year, too scared. But he's at breaking point now, and when he's dragged to a party exemplifying everything he hates about the Capitol, it culminates in a heated argument between him and Effie.

Summary
A soft, slightly-eerily-emotionless Capitol voice filled the air. “It sounds like you’re interested in strategic dermal customisation. Would you like to view today’s featured arrangements?”
“Oh no,” Effie whispered. “It thinks we’re interested.”
A hologram bloomed just above the coffee table, displaying a smiling mannequin rotating slowly, skin adorned with unique constellations of freckles.
Haymitch watched in confusion.
Effie stared in horror.
Haymitch squinted at the hologram, pointing at a collection of freckles on its left buttock. “That one looks like a goose.”
“Would you like to save this design?” the voice prompted.
“We would not,” Effie said hurriedly.
Or, 'the one where Effie explains how freckles work to a tipsy (and possibly slightly high) Haymitch'.

Summary
There were so many things he could have said. So many things he’d fully intended on saying as he’d walked over to her room, hoping the words and courage would come to him once he was finally facing her – but he was a flawed, frightened man. So instead, as he searched her face for reassurance that perhaps she really was alright, he remarked on something safer, something he noticed hadn’t been there before.
“You have freckles.”
She wrinkled her nose slightly at the blunt observation, and that was the Effie he knew.
Effie's time in captivity deprived her of the modcons and creature comforts she's used to, relevantly a skincare product that evens skin tone and prevents pesky unwanted pigmentation (like freckles).
