Bucky Barnes is used to not having a choice.
Rather, he’s learnt not to bother – history has proven that the universe doesn’t really care what he wants (a full congressional term; a break from the fighting; some peace and fucking quiet). So, when his political career gets cut abruptly short against his will, Bucky thinks this might as well happen and bends the knee. Perhaps it’s self preservation; If he doesn’t go after what he really wants, the universe won’t get the chance to ruin it for him.
Maybe that’s why he hasn’t called Sam Wilson.

Sam grips the steering wheel with one hand and lets his other arm rest on the car outside the window. “Hmm. How about soulmates? You believe in that?”
Bucky shrugs. “ I don’t think one person is destined to be yours. I think that people become soulmates. You know? Like, you grow together, become mature.” He lets out a sigh. “I wouldn’t really know. I’ve never been in a serious relationship, really. Dated this gal for about a year, maybe, when I was a teen, but that’s about it. Wasn’t really all about...that.”

“Bucky?”
“Steve,” he sing-songed in return, his eyes already focused back on his book.
“Whatever happened to the end of the line?”
“Well, unless you’re planning to fight some guy named Sam, I really don’t think it applies here.”
“Not even if I’m planning to propose to him?” Steve asked, softly.

The boy was so similar to his Sam, and yet so startlingly different. It was Bucky’s tenth night coming here, but the contrast never ceased to shock him. It wasn’t just the smooth, clean face, without even a hint of stubble, or the flashy, trendy clothes, so unlike the understated, practical style his Sam had preferred. It was something far more fundamental—a lightness in the way the boy carried himself, in the way he laughed, loud and unselfconscious, his gapped teeth flashing under the neon lights. He did not have that weary look that Bucky had become so used to seeing in Sam’s eyes.

Summary
He thinks about Bucky showing up in Delacroix with a shitty Publix cake and a smile on his face, about looking into Joaquin’s operating room with Bucky at his side. He thinks about Bucky crashing on Sarah’s couch or taking Sam’s spare bedroom in DC. He thinks about every time Bucky sat next to him on the couch and left only a sliver of space between their knees, about every time Sam noticed Bucky watching him from across the room, and hadn’t looked away even after being caught.
Sam had thought a lot of things. He thought Bucky knew how important starting the Avengers was to Sam. He thought he had Bucky’s partnership, his trust—in quieter, private moments, moments he’d never tell anyone else about, he thought he even had Bucky’s devotion.
Evidently, he was wrong.
Or: the sambucky divorce fic.
