Summary
Times are changing. The old ways of the hero society have shown their shortcomings and new solutions are needed. Hawks starts a new program in his omegas-only agency to use non-hero omegas to handle first-offenders and lower recidivism. Alpha heroes Bakugou Katsuki and Todoroki Shouto are taken as interns in Hawks' agency to learn about this new program and help spread it across the country.
That would already be challenging enough if one of the non-hero omegas wasn't Katsuki's strained childhood friend to who Katsuki has a huge debt.

Izuku wheezed at the sight of it. What kind of fan drew dirty doujinshi about him? About Hero Deku? With Kacchan? Seriously?! Kacchan would...explode if he found out. Kacchan would burn the book to ashes first off. Then maybe he’d laugh in that sanity-devoid way that made Izuku's skin crawl. Burn down a building or four. Hopefully not this comic shop. Maybe it was best if—
Izuku hesitantly plucked the doujinshi from the shelf.
OR
Izuku discovered he was bisexual after reading a doujinshi about himself and Katsuki banging, leading him deeper and deeper into the fandom. Hilarious levels of miscommunication and pining ensued the moment either of them opened their big mouths.

Summary
Katsuki and Izuku are rival spies from separate agencies, and generally try to stay clear of each other's missions if it can be helped.
However, when their missions seem to diverge into one, they must collaborate for the first time since their falling out from several years ago. Forced to pose as a lovesick couple who are checking in to a romantic getaway island, Katsuki and Izuku have no choice but to set aside their personal differences for the sake of keeping up appearances and not getting caught by other enemy spies.
To say that Katsuki is not fucking happy about this arrangement is the understatement of the century.
