Rose and the TARDIS show up just a little bit too late to save the Doctor at the Game Station, and even though Bad Wolf is able to revive him, she is also left as Bad Wolf for quite a bit longer than expected, which gives her plenty of time to interfere with the Doctor's life in all the right ways. As long as she has a say in the matter, she will make sure that Rose and her Doctor have their happy ever after.
