He'd be able to do anything he wanted with the seals if he just had the patience. He doesn't have the patience. Heroes and Villains. Simple. One is saving people while the other selfishly hurts everyone for their own benefit.
Maybe in the distant past, it was like that. With the emergence of quirks, those terms changed. A villain is now anyone who uses their quirk without permission, or even just has a quirk that people deem unheroic. A hero is someone who fights villains. Pro Heroes are government workers with permission to use quirks to fight.
Seems almost the same? Maybe in theory. Reality is much more convoluted and one can easily find oneself on the wrong side of the law. Heroes act like government enforcers and the mysterious Hero and Public Safety Commission oversees everything. A hero is a celebrity, a star, a policeman, and many more things. Meanwhile, those who do not fit the society 'standard' are pushed away without any support, or left to suffer in silence.

Marinette didn't. Ladybug might not be able to do much, but whoever said that Marinette isn't resourceful. Can't save your best friend yourself? Hire a mercenary to kidnap him for you. What could possibly go wrong with that one?
In other words, Marinette was finally unhappy with Adrien's home life enough that she decided to act. Except with the mayor more corrupt than the ministry of magic and the administration not far behind, she had to resort to more... creative ways. Putting out a (kidnapping) hit seemed like a great option at first... But be careful when you set the price. And who you hire.
Now, a fight over Agreste heir is breaking in the underworld as mercenaries from around the world try to one-up each other over who finish the most lucrative hit of the year.
