A note on the law: everything Jennifer Walters and Matt Murdock argue in this fic is based on actual legal principles applied to the MCU's established canon facts. We have done the reading. We wish some other people had.
A note on the characters: Tony Stark was a complicated man who did heroic things and caused real harm and deserved to be understood as both simultaneously. Bucky Barnes was a man who was not there for most of what he is accused of, and the medical evidence supports this, and Shuri of Wakanda did the work.
Steve Rogers was trying his best in an impossible situation and his best was genuinely good even when it was also genuinely insufficient. These are not controversial positions. They are what the films show.
The Sokovia Accords were a flawed legislative response to a genuine moral catastrophe. Both of those things are true. We will be spending considerable time on this.
Thaddeus Ross is not the chair.
He will be reminded of this.

Frank wouldn't have minded it all that much if it was Daredevil who had gotten shot - really, he wouldn't have. That kind of thing goes with the territory, and if Red can't handle the heat, he should get out of the Kitchen (no pun intended).
But this time it was Matt Murdock who got shot - and that is NOT supposed to happen. Which is why the Punisher is currently paying a very ill-advised hospital visit.

There was silence.“Matt. Tell me I am not wearing the Daredevil mask.”
“You are not wearing the Daredevil mask.”
“Okay good because..-” “Right now.”
“MATT!”
_He said the first thing he could think of. "Eh..- I'm Raphael?"
"Devil and Angel, you got a theme going on?" Clint chimed in, amused."I don't see how that's relevant." Matt said in his Daredevil voice and Foggy realised how this would be a long evening. He couldn't even call him out for his blind jokes.
Or: Daredevil joins the Avengers for game night. Foggy not so accidentally becomes a vigilante to play board games with his idols and acompany his partner. Logically the Avengers make assumptions. Bets are made.
Matt deals with hiding his blindness, Foggy deals with made up super powers and the horrors of being the only one to understand Matt's blind jokes as well as resisting the urge to play disability accommodation advocate.
