Mortarion felt a pull, a tug, a thread of the Grandfather’s power out of place. One of Grandfather’s rotten eyes was fixated on something; he favored someone. It wouldn’t be enough to grant them power, no, but only enough to see where this person’s rot would take them.
Curious, Mortarion followed the thread.
It led him to, of all people, one of his brothers, and of all of them, the thread of the Grandfather’s favor led Mortarion to Perturabo. -

Summary
Perturabo senses the moment Kydomor Forrix enters the Well of Souls, and in a fit of grief and anger, snatches his son from the Well with the intent of keeping Forrix with him. It works, sort of... and then Perturabo starts sensing the other sons both joining and lost in the Well, and decides that those souls are his too. He's a demon primarch; if he wants to keep these souls, that's his right, same as any other warp entity.
Except that demons are terrible gossips, and humans are just as bad. Someone tells someone else that Perturabo keeps the dead from the demons, and now there's a whole cult who seems to believe Perturabo is some kind of death god to be prayed to for the safe-keeping of their souls. And in spite of Perturabo's best efforts, those people seem intent on spreading that belief.
