What starts as a quiet movement, a neglected aspect of Gotham’s essence—steel, stone, and history—gradually takes shape. Networks are formed, and people grow stronger. Rules and consequences are reestablished, not out of greed or cruelty, but out of necessity. In a city that is obsessed with symbols and heroes, she provides structure. In a place dominated by fear, she brings reality and solutions. And so, Gotham awakens.
