This rule is as old as the first shifters, something that has been done since forever - no one in the pack is allowed to mate, or create a soulbond, before the Leader has done so.
But what if the leader does not seem to seek the bond of the moon - what if everyone is ready to finally bind their souls except for the Packalpha himself?
