Summary

Still, he's watching when a girl in a dusty blue dress shields Primrose Everdeen behind her own body, shoving at the peacekeepers. Katniss Everdeen, she says her name is when the District Twelve escort asks. The little blond girl’s sister. The first volunteer from District Twelve in history, and it might be bearable, if Caesar just closes his eyes and doesn't think about it. He's done worse things. But then Effie calls out the name of the boy chosen to be reaped - Peeta Mellark - and Caesar watches something like heartbreak flicker through the boy’s expression, nearly too quickly to catch. The crowd is quiet as the blond boy walks to the stage, as he shakes the girl’s hand and Caesar notes how his fingers and eyes linger on hers for ever so slightly too long.
