It basically de-ages a person, the longer the guy could hold onto someone the more years they go back."
On a mission with Giran, Dabi is hit by a de-aging quirk. For the next two and half weeks, the League is forced to look after him as he slowly returns to his real age.

Kūhaku wasn’t such a rookie that he turned straight away to look at the new entry into the fight, but he did spare one eye to glance around at him. Get a good look and nullify his quirk all at once – just as Kūhaku was meant to do.
If the boy currently glaring up at Kūhaku’s position in the rafters really did know who Kūhaku was – and there was no reason he shouldn’t, it was hardly a secret – then he was being very foolish.
(In so many ways, they never stopped digging through the rubble.)
