A new Trigger applies to join the Brockton Bay Wards, in large part because the new Parahuman cannot think of a better way to put her power to use. Emily Piggot certainly won't complain; any new Parahuman in the Wards is one that isn't falling into the hands of the gangs, and really, so what if the newbie wants to help out in the accounts department?
