No need to fight anybody for dominance, because the serum's gift of full control over his status and sexuality meant he could be as neutral as a child when he wanted to be. Which mostly, he did. Steve needs to convince his subconscious that he won't lose the people he loves all over again. Magical bondage and sensory deprivation, combined with the constant presence of his team, is clearly the way to go.
