Case notes largely from the police with my own additions:
Summary:
-There is a new unknown player in Gotham
-Left notes attached to the severed heads of various crime lieutenants for their bosses to find, notably: Maroni, Falconi, Black Mask, Pinguine as well as smaller gangs
Analysis:
-No fear of established organized crime, or the crazies in this town
-Meticulous planning and prep work
-Even if they don't last long, they will leave chaos with the bodies they drop
-If they last, power restructuring, always chaos, even if not outright war
Start of Case file about the Red Hood:
Last night/early this morning the bodies of various people were found, all carefully beheaded. Nothing links the victims except that they all were deeply involved in organized crime. They all worked as the top lieutenant of different gangs. The only group to call in having found the head were the Falcons, likely due to the power they currently have in law enforcement(See Organized Crime Map v. 16.3). The head had been left on Falcons’ desk. With some questioning and investigation the same seems to have been the case for the Maroni’s, Black Mask, The Vipers, Red Hands, and The Cafe Crew. Notably the smaller gangs he hit all lay claim to areas in Crime Alley.
All the bodies were left near human trafficking and child sex rings. Only the Vipers’ lieutenant can be verified to have visited the place his body was left.
Analysis:
No specific motive can be concluded at this time. Likely theories:
This was a message, something being left with the heads for the boss’ of the gangs. The heads would then be serving to underscore that the perpetrator need to be taken seriously as a threat. In this case they are likely trying to establish themself as a new player, which can only end badly.
This was personal, unlikely considering the professionalism, the lack of connection of the victims, and the different types of gangs, the only connection point being that they were lieutenants in gang that dealt drugs in Gotham, but at wildly different scales, locations and types of drugs.
Or this is a new serial killer. There is a clear theme, all the gangs notably deal drugs, and the locations of the bodies, left so that they would be seen by civilians and the rings would only be not noticed if one was wilfully blind, which with this many eyes on the investigation is much harder to sweep under the rug. This could simply be a pleasant side effect, but the bodies were placed there, and everything else has been so meticulous, I doubt it was unintentional.
Regardless of reason it is clear that they have no fear of either organized crime or the more unpredictable criminal element of this town. Everything points to them as a new player who might manage to survive. Either way, I will likely need to redo the Organized crime map soon, either to account for the new player or the ones that manage to take advantage of the chaos.
