This is the summary of the whole work
In Yokohama, there were two organizations, both of them desiring the same thing, the book. A book of which only one copy exists. A book of which anything written in it becomes true. A book that could alter reality. Even though both organizations desired the same things, they wouldn’t help one another look for it, even though they had a temporary truce. What they didn’t know is that the book wasn’t really a book, but rather, a person, or, a person and their ability. Said person was right under their noses, a beloved person of an Armed Detective Agency, and a valued enemy of the Port Mafia's rabid dog. What happens when a certain rat know this and tries to obtain the book?
